Integrated waste management and mechanical-biological treatment of municipal solid wastes in the commune of Villa Alemana, Chile.

Within the scope of the works the local government of Villa Alemana has done in order to improve the waste situation and the cleaning system since April of this year, the GTZ, the commune, the German company FABER and the Chilean company for environmental technologies GPR – Gestión de Proyectos Regionales – are developing the first national project and the third in Latin America for the “mechanical-biological treatment of municipal solid wastes” as a method to biologically stabilize the wastes. Due to this treatment the environmental, health and economic conditions of the final deposit of pre-treated wastes is optimized.

The project is realized on the municipal landfill of Villa Alemana where 50 % (approx. 50 tons a day) of the wastes produced in the commune are treated within the scope of a pilot project. During the year several measurements and controls take place in order to confirm the theoretical results to be obtained by this technology for an efficient and environmentally-friendly waste treatment. This will be unveiled and presented to the public in November.

In addition to this technical and operational research and development measure, which this project turns out to be for the national waste industry, the project team is employed in developing an Integrated Waste Management Plan. With this plan it shall be possible to approach and to plan the waste topic from a global perspective of sustainable development creating a new socio-economic system in the field of the treatment of municipal wastes. With this work strategy the project expanded into other fields of the communal and municipal administration as the following areas are analyzed with special attention:

  • Administration and finances
  • Processes
  • Logistics
  • Environmental understanding and education
  • Community development
  • Culture and leisure time
  • Legal and standard aspects

A special aspect in which the project could achieve a considerable effect and some important proceedings and which an essential part of the commune of Villa Alemana is experiencing now, is the active participation of the citizens. Thanks to the good communication within the project concerning the setup of networks of local actors, it could be managed that the GTZ project was complemented with the government program “I like my district” directed by the Ministry of Housing and Urban Development (MINVU). Due to this approach it has become possible that the structures and the public and private funds can be used in an organized manner to the benefit of the city and its inhabitants making the realization and the development of the project highly attractive.

A clear proof that the involvement of the citizens is accepted accordingly, is the qualification of more than 50 controllers participating in the program for the neighborly training as “Brigadas Ecológicas de Reciclaje” – BER’s – (“Ecological recycling gang”) for the later implementation and certification of so-called “eco-districts”.

The work equipment is currently being developed and the final report is nearly completed and will presumably be presented to the public in November when three workshops will take place in three regions of the country: Antofagasta, Concepción and Villa Alemana. The exact data and the program of this event will be announced by the organization.

In the following you will find some photos showing the development of the waste treatment in the city of Villa Alemana since the year 2006 till this day, starting with the garbage dump of Quilpué, which has been closed in the meantime, through to the actual landfill of Villa Alemana with its mechanical-biological waste treatment. Therewith this landfill is the only one in Chile treating their wastes before the final deposit, comparable with the European and especially the German environmental standard where – according to the law – it is only allowed to deposit such wastes that have been treated beforehand.
